Look at it this way: All 13 Xehanorts will be bosses. Why would you have 2 (Possibly 4 with Saix/Isa) that are no different from each other? That would be lazy. Each member of True Org 13 will be unique. Same as it was under old Org. So either a)Xigbar and Braig are one, or b)Xigbar is in the Org, but for some reason Braig isn't.
