I'm not sure how this rates as a scam but (assuming this came in the box with a product purchased on Amazon) this is a tactic used by some sellers to buy 5-star reviews. It's against Amazon ToS. If you bought the product because it had good reviews and a lot of stars you should feel angry because those were a lie.
Amazon reviewers say the results have been consistent. That doesn't necessarily mean accurate. But the majority of people have had a different experience to you.
