Another scale from 0 to 20+, the average between 20. I guess that this one is proportionally related to the first one.

We distinguish four levels of measurement, in order of increasing informativeness: nominal, ordinal, interval, ratio. For the former two levels of measurement, only discrete categories are distinguished, with or without ordering.
