So, here is my list of the top 10 TV cartoon characters of the 1950s and 1960s, in no particular order: 1. Top Cat ran from 1961 until 1962 on ABC; only 30 episodes were made. Top Cat was voiced by Arnold Stang and sounded very much like Phil Silver's Sgt. Bilko. In fact, many of the actors from The Phil Silvers Show were featured in this cartoon.
