Steam only installs to the directory that will be revealed. There will be a folder in Documents (mine are in Documents/My Games) with save data, and maybe some other stuff, but that isn't the install directory.

You can absolutely move your install folder via steam. Right click the game from your steam library > Properties > Local Files > Move install folder. You can also set up your Steam Library Folders to be off of the C drive, which is absolutely recommended for anything related to modding right at the beginning.
Click steam and then settings then downloads as the image shows in the link. You can move the Oblivion folder somewhere else and then add it as a steam library folder or use symlinks short of reinstalling steam to a different folder.

A solution someone said worked was to disable OneDrive sync for oblivion and to make sure your saves are in the default save location, [C:\Users\User\Documents\My Games\Oblivion\Saves], and make sure the .ini reflects that.
