Console Commands are a debugging tool available to PC players, adding a wide range of functionality to the game. The tilde key ( ~ ` ) toggles the console screen open and closed. On most English language keyboards, it sits below the Escape (esc) key, and just left of the 1 (one) key.

There is no way in Oblivion to track down the item ID (which, I presume, is exactly why that was added to the console for Skyrim). All you can do in Oblivion is refer to an external source. In addition to the UESP wiki, I've seen lists of the item IDs in .txt format and in an .xls spreadsheet.
From a quick check on the UESP, you could try the following: go to one of the places you want the map of in-game; do the console command "tfow" to reveal all the local map of the zone; do the console command "OutputLocalMapPictures" to export the local map.
