This is how I got my PS4 controller to work on the GOG version, it may seem redundant but it's allowed me to play freely without any issues. The only mod I have installed that you might need is NorthernUIAway.
After detecting and naming your controller through Steam Big Picture, you can then use it to play by subscribing to a particular configuration. I've found many that work very well. Just don't forget about caps lock, if you can't run its caps lock.
Keyboard input problems could be the result of a control peripheral. Editting the Oblivion.ini may correct this issue. The Oblivion.ini file is located in the My Documents\My Games\Oblivion directory. Enable the settings related to launching steam in big picture mode when a controller is detected and also enable the steam input.
Googling it has given me limited options that all seem to not work like true console gameplay. I use NorthernUI, which offers native controller support. I've never had a problem with it. I created a Steam Input Controller Profile for Oblivion. You need a few mods to get it working as close to the 360 release as possible.
Nope, none of the PC versions of Oblivion have it. That said, the Northern UI mod adds controller support. I've never used it so I can't tell you how good it is, but I hear it's fine and doesn't need set up manually like a key mapper.
