Dolby Digital + is what all streaming services use(disney+, Netflix, Amazon, etc), so you'll get atmos from those via ARC. But ARC cannot pass uncompressed atmos which comes from UHD Blurays, MKV files, Apple 4k TV, or Xbox/PC gaming, that would get downsampled to 5.1 or stereo.
If set up properly, windows is able to place sounds from a game to proper location in a 5.1 setup based on what the game engine tells it to do. Most game engines should be able to map 2 channel HRTF into a 5.1 system.
