The NRA, as the National Governing Body of fullbore shooting, have been issuing Shooter Certification Cards (SCC) to affiliated clubs for the past 10 years following agreement with the MoD that civilian shooters have to be certified to shoot on MoD ranges.

Certification as a “NRA Law Enforcement Firearm Instructor” is valid for 3 years. Applicant must be 21 years of age or older at the time of application. Applicant MUST be an NRA member in good standing and NRA “Membership” must be maintained throughout the instructors’ certification period.
Members of the NRA, or of clubs affiliated to the NRA, should know that in order to shoot on MoD ranges or at Bisley, they need to possess a Shooter's Certification Card (SCC) or be closely supervised by somebody who possesses an SCC endorsed for the category of firearm that is being used. At the
Civilian shooters must also possess a current Shooter Certification Card (SCC) signed by their club chairman. The NRA SSS is based on four elements: safe person, safe equipment, safe practice and safe place.
