These save files can be helpful for a couple of purposes. One example is in a fighting or racing game, where downloading a completed save file lets you access to all content right from the beginning. Another is if somebody is trying to collect footage for a video.
The files are all small 50-100k size saves that you copy to the Wii to use with games you already have. Here's the little readme file from one of the saves: Name: Carnival Games EVERYTHING UNLOCKED

You can download those and load them on your Wii. SSBB, mario kart and pokemon BR don't have files available because you aren't supposed to be able to get those files off your Wii. In fact, most games with an online play option won't have save files available.
