The New Jersey Criminal Code (Title 2C) was enacted in 1979 at a time when there was a national increase in crime rates and a call for action. In its original form, Title 2C was designed to fix a system that, in the consensus view, lacked a statutory framework to guide judicial discretion, was overly offender
