An operator commits an offense if the operator uses a portable wireless communication device to read, write, or send an electronic message while operating a motor vehicle unless the vehicle is stopped.
Due to the increase in cell phone use, the Texas legislature passed a law in 2017 that placed a statewide ban on the use of an electronic device for reading or writing text messages or emails while driving. Additionally, the use of handheld cell phones is not allowed under state law for drivers:
