Renewing Your Registration. Renewing your vehicle and/or trailer registration can, in most cases, be completed online, at any of PennDOT's Online Messenger services or through the mail. Mailing instructions can be found on the back of the applicable forms.
For vehicle registrations, you may change your address using our Online Service, or you may fill out Form MV-63, “Change of Address for Driver’s License, Photo ID and Vehicle Registration” and drop it in the mail. We will send a new registration card for your vehicle.

This form is used to obtain a Pennsylvania Certificate of Title for vehicles not currently titled in Pennsylvania, or which were repossessed (1. Judgment and Execution; 2. Non-Judicial Sale or Repossession and Retention (U.C.C.); 3. Court Order), and vehicles which are reconstructed, specially constructed or recovered thefts.
PROCEDURES: Out-of-state title is attached: Temporary registration plate may be issued by the issuing agent. Form MV-1 must be completed and a check or money order payable to the Commonwealth of Pennsylvania attached for all title, lien, registration fees and sales tax (if applicable).
