The format of the /give command changed quite a bit in 1.13. One now puts the tags next to the command instead of as a seperate argument. Tropical fish spawned from a spawn egg use randomly chosen patterns, sizes, shapes, and colors (except black). By using commands, tropical fish may be spawned as one of the 22 preset variants (due to MCPE-117477, Yellowtail Parrot Fish do not spawn, therefore only 21 preset variants exist on Bedrock Edition).

Use the command /summon minecraft:tropical_fish or if you want a bucket of tropical fish try /give @p minecraft:tropical_fish_bucket. For custom variants use the tropical fish generator above and copy/paste the commands from above and paste into your Minecraft chat.
