In short, yes, IMO you need malt or a similar substitute for good bagels. My wife and I have both worked for bagel bakeries that used this technique, and we use it at home. I buy this from Amazon , and we use it mixed in the dough and we add it to the boiling water bagel bath (pre-bake)

I found a thread on Reddit asking where to find malt powder for bagels and someone said you could get malt extract from a home brew specialty shop. Luckily, I have one of those close by, so I bought some! Later, I saw those bagel recipes specifically call for diastatic malt powder or barley malt syrup. The bag I have says dried malt extract.
I used barley malt syrup which is expensive and then I switched to molasses and there is no discernible difference. Much cheaper.
