Struggled a TON with this issue, where suddenly, I could not launch any games in the Xbox Game app. I found a fix that I haven't seen anywhere else on the web, so figured I would share it here. One fix has been to restart the PC, but this is just too time consuming, so here's a better solution:
Hi! Recently my Xbox app has been hindering me from downloading some games, and in some cases even playing the ones already downloaded. I spent quite some time trying different solutions that supposedly helped others. After quite a few tries and some time at different forums I finally found a fix that worked for me.
I think I fixed it by uninstalling game bar and the store via PC command magic and installed game bar/store directly from somewhere else. PC 2: Games install but sit at 0% 'preparing' for like an hour.

31 sie 2019 · You need to ENABLE a feature called Delivery Optimization which basically enables Peer-2-Peer downloads alongside Microsoft servers. PAUSE your download and close the Xbox Beta or Windows Store APP
