Start with something with Telnet built in. Synchronet is really easy to get going. You can get a basic stock BBS up in 5 minutes. If you plan on running door games, that is a bit tricky since under normal circumstances you can't run 16 bit door games in a 64 bit operating system. There is a 32 bit Windows 10 if you want to go that route.
