Archive.org is the best source for free resources. Many of the authoritative Latin books are public domain but plenty of things that aren't out of copyright yet are on there too. I really like J C McKeown's textbook 'Classical Latin'. It's only a few years old and is pretty well rounded.

You should use Wheelock (which doesn't have all that much reading) for the grammatical instruction and supplement it with Lingua Latina (which doesn't offer much grammatical explanation) for the reading practice.

Yes, though Latin to GCSE Book 1 is the one to start with. It is suitable for adult learners and is a bit slower and with more exercises than Wheelock. You can get an answer key for free from Bloomsbury.
