It's just shellac with titanium dioxide pigment, and the shellac did not activate the oils in the nicotine stains like Killz did. Use Zinser Coverstain oil based primer or Bin shellac and seal it for good! Kilz latex primer is essentially useless for covering bleeding stains.
I have used Kilz over pet stains in flooring under carpeting and on walls with mold/mildew. You should treat it first with bleach water then let it dry, but after that, the oil based Kilz product works very well.
