This page provides checklist and rubric resources for evaluating online programs and course quality. These artifacts may be used in a variety of contexts such as self-assessment, instructional designer review, peer review, institutional online program effectiveness, and accreditation standards.
This online course quality rubric was developed to provide a systematic and descriptive benchmark for researchers and practitioners who are striving to develop a culture of high-quality college-level online courses.
Exemplary criteria from five open-access course review rubrics will demonstrate these considerations throughout this guide. Use this guide to inform your decisions about your own course review practices or the course review process at your institution.
Higher education institutions may use the Rubric to review both credit-bearing and non-credit bearing (e.g., continuing ed) courses. A focus on inclusion and belonging was integrated to emphasize the importance of helping students recognize that they belong in the course and to support persistence.
The Rubric has a scoring system used by the Review Team to determine whether a course meets Standards. Essential Standards (3-point Specific Review Standards) must be met during the review and an overall score of 85% of the points possible are required for a course to attain QM certification.
The General Standards and Specific Review Standards in each Rubric are intended to guide you through the development, evaluation, and improvement of your online and blended courses. Meeting these quality expectations at or above the 85% level is key to certifying the quality of your courses.
