Kaisa is a late game monster, an assassin marksman who can burst squishies and kite tanks. Her hybrid damage and very flexible builds make it really hard for the enemy to build against her, and with such an adaptable playstyle she can fit into almost any team comp and support.
Only time it can be " the best build " is vs a no tank + full carry enemy team and you have an ally team that prefer solo AP ( Fiddle / Khartus in your team for exemple) + you have hard engage. Otherwise Hybrid or On-hit just do it better.

I think you want Bork and hurricane after kraken slayer, as with 3 tanks you’ll always be using your extra bolts. I think ravenous hydra could be good too, just cause it has good synergy with hurricane and your q and those tanks will be eating all that damage.
