Recently Telegram Desktop implemented its own experimental settings, that can be found in Settings > Advanced. But sadly, in TDesktop they're shown only when autoupdate and beta versions enabled. Also it strips experimental settings away in builds without autoupdater. Kotatogram shows them always.
