Pete is the oldest continuing Disney character, having debuted three years before Mickey Mouse in the cartoon Alice Solves the Puzzle (1925). He was originally an anthropomorphic bear but with the advent of Mickey Mouse in 1928, he was defined as a cat.

If you google Peg Leg Pete, you can find his designs from the 30s where he was much more obviously a cat. They usually keep his pointy ears and whiskers/scruff but in Goof Troop they made him more canine looking to fit the art style though he is still a cat.
