Empire has been around forever but are now franchised. Tight budget means to do it yourself, unless you can afford a contractor to do it for you. It really depends on what kind of flooring materials that you are looking at. Wood flooring is still the thing.
Empire is a scam. They really feed off of older folks who stay home and watch tv and see their commercials. Overpriced and total scam artists.
