It's one reason that a 4K monitor is the optimal for streamers; it downscales to (and upscales from) both 720p and 1080p with full-integer scaling. At 720p each 3x3 block of pixels becomes 1 pixel, and vice-versa when upscaled to the monitor (running the game at 720p).
On larger streams that get "transcoding" (the different quality/resolution options), Twitch both downscales and streams those at lower bitrates. Takeaways: If you stay at 6000kbps, going to 720p won't help most viewers that struggled at 1080p. However, for high-motion content, 720p gives you more bits-per-pixel and may be less blurry/blocky!
1080p doesn't mean much on Twitch. With a 6K Bitrate cap; 1080 is usually not ideal compared to 936p. In fact most streams are rocking 720p still which nobody will really complain about. A significant portion of those watching on Twitch are on Mobile with a tiny video feed or are typically tabbing in and out of a stream on PC.
