There is no official "flame arrow" as equipment, there is a spell that will do it Flame Arrows. That said, crafting a flame arrow out of mundane materials isn't unheard of, so allowing a player to do so isn't too game breaking.
This 1-foot-long, gold-tipped, iron rod glows brightly when struck, providing bright light in a 30-foot radius and dim light for an additional 30 feet. It glows for 6 hours, after which the gold tip is burned out and worthless.
The spell Flame Arrows (XGE) can easily ignite arrows magically (though doesn't state that it ignites the targets of said arrows). Alchemical concoctions exist, such as Alchemist's Fire, which could be used in conjunction with an arrow to form an explosive fire arrow.
