There is no official "flame arrow" as equipment, there is a spell that will do it Flame Arrows. That said, crafting a flame arrow out of mundane materials isn't unheard of, so allowing a player to do so isn't too game breaking.

10 paź 2023 · Arrows are a type of ammunition used by bow weapons and through Melody Strike, Slinging Arrow and Arrow Vulcan, which use a whip or instrument. To equip ammunition, you must double-click the arrow to want to equip.
What is the point of this spell? It seems to give a limited +1d6 damage to each attack. Kinda like Hunter's Mark, but more limited. Except: - It's an action to cast. - It doesn't have the additional tracking effect. - It adds Fire damage, one of the most commonly-resisted damage types. - It only works on 12 pieces of ammunition.
The spell Flame Arrows (XGE) can easily ignite arrows magically (though doesn't state that it ignites the targets of said arrows). Alchemical concoctions exist, such as Alchemist's Fire, which could be used in conjunction with an arrow to form an explosive fire arrow.

When a target is hit by a ranged weapon attack using a piece of ammunition drawn from the quiver, the target takes an extra 1d6 fire damage. The spell’s magic ends on the piece of ammunition when it hits or misses, and the spell ends when twelve pieces of ammunition have been drawn from the quiver.
You must purchase specially crafted arrows or bolts that can accommodate the fire. These arrows cost twice as much as regular arrows. (Thicker, longer shaft primarily) Before an arrow or bolt can be soaked, they must first be wrapped in something that can hold the oil.
Ice (Magical) These arrows are cold to the touch. On hit, the target takes 1d8 cold damage and must pass a 15 DC CON saving throw or suffer -10ft to their movement speed and have disadvantage on dex saving throws for 3 rounds (does not stack). 50 GP.
