Not sure about a shortcut but you could set it as a double tap on the side key - settings>advanced>side key>double press>open app. Hope this helps. 2 things I do. .. Set flashlight shortcut as one of the shortcuts on lock screen. And use Bixby Routines to add a flashlight icon to the home screen.

Use Control Center to turn the flashlight on or off. Open Control Center. Tap to turn the flashlight on; tap it again to turn it off. Note: If you don’t see in Control Center, you can add it. See Customize controls.
