Standard 3.1.1, “Each Contracting State shall establish and implement a written national civil aviation security programme to safeguard civil aviation operations against acts of unlawful interference, through regulations, practices, and procedures, which take into account the safety, regularity and efficiency of flights.”
Clearly, it seeks guidance to the Secretary of the DOTr with the finality that the designated appropriate authority for civil aviation security in the Philippines is the OTS. This concern should not impede the gains and the objective of the national civil aviation security program to ensure a secured civil aviation system in the country.
