I set up iCloud on my PC (windows 11 with new update to icloud for windows app) and set both my apple devices (iphone 13 with ios 17.2 and ipad pro with ios 16.3.1) to use iCloud photos. The photos are uploaded to iCloud (I can see this from web browser).
