To fix the fps problem go "Steam\steamapps\common\Mega Man X Legacy Collection" open config.ini with Word or Notpad scroll down tell you find "RefreshRate=Unkown" change the "Unknown" to 60.00Hz, and save. Do the same for Mega Man X Legacy Collection 2 if you have it.
