Call Verizon Global Roaming Hotline (908-559-4899) and connect with Technical Support. Ask them to add a FEATURE called "US Only Data" to your phone line(s). They probably have never heard of it but insist that this feature exists and have them search for it.

Go to settings, select cellular, then roaming, and make sure data and voice roaming are turned on. Remember, it may take up to three minutes for your phone to connect to local networks. If you experience service issues, be sure to turn your device off, then back on.
