It grows on Jungle grass (surface Jungle and Underground Jungle) and can be cut with virtually any weapon or tool. Moonglow can grow anywhere in the Jungle in normal worlds, and I don't think that's one of the things that the Remix or Zenith seeds change. Not sure how exactly blooming works in a world with a reduced day/night cycle, but you can find that out by looking at how Daybloom grows.
