The official wiki page for the acid rain says that it can be used to stop acid rain entirely, I have not used a caustic tear. The wiki for the torrential tear does not say this, only the acid rain wiki weirdly, and I have not seen an acid rain sense using the tear.

On dry land, the only things that hurt you in an early Acid Rain are Nuclear Toads and the acid rain projectiles. Build a short "umbrella" of solid blocks to block the projectiles and move left and right to get more Toads to spawn so you can clear the event.

There was a bug a while back where weather related events won’t start if you have a dash accessory/armor equipped. Weird, I know, but that’s what everyone was saying was the cause. If you don’t have any dash accessory on, I’d say give it 15 minutes, log out then in, and try again.
