Blood pressure causes the blood to bleed out at a rapid, intermittent rate in a spray or jet, coinciding with the pulse, rather than the slower, but steady flow of venous bleeding.

Cooldown should be 100 base, if it's a berserk like mutation effect. Can you throw bottles of blood at the madpole? The wiki states that they go berserk if they are covered in blood or enter a tile with blood. You might want to test this out.
