I'll test this out on Java. It almost certainly won't work, but I'll keep you posted. Just tested on Java 1.14.2 with 20 floating sand. Sand, red sand, gravel, anvils, armor stands, dragon eggs, and all colors of concrete powder fell as normal.

Permanent Levitation is “no gravity” you never come down. That’s your solution. If you say “but I don’t want them to float up forever” then you actually do want Jump Boost and Slow Fall.
1. A sand/gravel block will break when falling if the block below is not solid. While moving, the blocks are not considered exactly 'solid', so if the falling block tries to enter a block where there is a moving piston (or block moved by piston), it will likely break.
