The basic grant is a gift if you are in MBO level 1 (‘entrée-opleiding’) or 2. For MBO level 3 or 4, HBO, and university programmes, the basic grant is a ‘performance grant’. This means the basic grant becomes a gift if you obtain your diploma within 10 years.
HBO institutions receive funding from a variety of sources, including government grants, tuition fees and revenues from contracts with third parties (primarily to provide education). Nearly 92% of the total government grant is paid as a block grant that the institution may spend as it sees fit on personnel, material and housing costs.
Student finance for students in MBO, HBO and university is funded by the Dutch government. Some components of student finance are grants, others are loans that you have to repay.
Studyfinance. DUO offers a €10.000 loan to help you integrate, but all students (even Dutch students), can apply for a loan at DUO. This is called study finance.
