There is a bridge that leads to the wheel on the top of the flag room. The center of the wheel contains the energy sword and the rocket launcher is located on the bridge. It can be reached in three ways.
On the multiplayer map Zanzibar, go up to the top of the building from the inside, until you hit the ramp where the walls are yellow square things. On one of those squares is the Hippo, which was originally found in the first Halo on the shotgun shells.
