So I had this issue for ages and here's how I fixed it, for myself anyway. I first deleted everything using the debug delete option on the goldhen cheat manager app, and then then deleted the app itself too. I set up ftp and deleted the entire goldhen folder located in 'data'.
Enable the cheat, sv_cheats 1, save the game, quit, then load that save. It should work when you enable the cheats again.
