I tried opening the fitgirl d5 file and check the hash and search on Google and downloaded the specific version of all but it redirects me to steam and tells me not licensed. I also excluded the whole drive from defender and installed it.

4 mar 2022 · For the SteamClient build, as archived here, one needs to (hex) edit the original steam_api(64).dll manually, and replace SHELL32 with CODEX(64) Afterwards, rename original steam_api(64).dll to steam_api(64).cdx for CODEX redirection purposes.

Regardless of more info, I would start with right click gtav, properties, local files, browse local files. Delete anything that is NOT a folder AND is NOT a .rpf file (enable viewing of file extensions to be sure), then go back to local files section, and verify integrity of game files.
