For those of you trying to launch GTA IV on Windows 10 without anything happening when pressing 'play', I finally found the fix here: https://www.reddit.com/r/Steam/comments/1mfkxv/gta_iv_doesnt_start_at_all/. Basically, you just download two .dll files and place them in your GTA IV install directory, where the GTAIV.exe is found.

Press the Windows key + R to open the Run window and type in dxdiag. Navigate to the Display tab and note down the number next to Display Memory.
