My advice for you: 1, dont engage Urgot until you hit lv6, try to build ninja tabi + phage then build stridebreaker. Call jug if you can, Urgot is very weak 1v2 before lv6. 2, try predict his E and open your W shield when he E flip you, then run to other direction, run away from his W range then you'll fine.

Build stridebreaker and black cleaver (second item) otherwise it's unplayable (not that it changes a lot). Main issue is that urgot hard outscales garen (once he closes tytanic hydra, black cleaver, thornmail you deal no damage).
Urgot has a power dip at levels 4-8 where Garen can easily all-in and kill him as long as he’s even in HP. Once Urgot hits level 9 (this is where his W is maxed and becomes a toggle) and especially at level 13 (this is where his passive cooldown reaches 2.5 seconds per leg), Urgot will likely win assuming he’s even in items.
