• All federal, state, and local government agencies are exempt from providing customs documentation on mail addressed to an APO or FPO, except for those APOs/FPOs to which restriction B2 applies.
B. PS Form 2976-A is required for all mail weighing 16 ounces or more, with exceptions noted below. In addition, mailers must properly complete required customs documentation when mailing any potentially dutiable mail addressed to an APO or FPO regardless of weight.
Overseas military addresses must contain the APO or FPO designation along with a two–character “state” abbreviation of AE, AP, or AA and the ZIP Code or ZIP+4 Code. AE is used for armed forces in Europe, the Middle East, Africa, and Canada; AP is for the Pacific; and AA is the Americas excluding Canada.
APO/FPO/DPO mail will be delivered to military personnel across the globe as long as the military service member has an assigned ZIP code, also referred to as an APO/FPO/DPO number.
