FDA's Food Code provides scientific standards and guidelines that states and localities may adopt for food safety in restaurants and institutional food settings (DHHS, 1995; 1997a). The code includes temperature standards for cooking, cooling, refrigerating, reheating, and holding food.
The FSMA has given the Food and Drug Administration (FDA) new authority to regulate the way foods are grown, harvested and processed. The law grants the FDA a number of new powers, including mandatory recall authority, which the agency had sought for many years.
Congress passed comprehensive food safety legislation in December 2010 (FDA Food Safety Modernization Act, or FSMA, P.L. 111-353), representing the largest expansion and overhaul of U.S. food safety authorities since the 1930s.
