I run my gpu at 30% fan speed constantly and don't let it go to 100% unless it reaches 65C. My CPU is at 50% constantly, don't need to bother with it because my heatsink (NH-u12s) is plenty for my 1600x.
Running your fan at maximum speed does a few things. 1. It moves air faster from one area to another. Make sure that the air that is being moved can safely move to an area where it can become hot without a problem. For example, outside of your computer case. 2. The fan will make more noise. This is more a personal thing.

A common compromise is to use a fan speed profile where the fan ramps up according to the relevant temperature (CPU / GPU or Motherboard depending on fan). For a CPU fan for example you could set a ramp (in Bios or in overclocking software) of 0% fan speed at 30 degrees ramping up to 100% fan at 70 degrees C.
