It comes back exactly as it was, provided there is no other player set up nearby, but you do not have to move or otherwise rebuild it, it would just tell you that it's blocked.
If you're struggling to build due to camp budget, start by eliminating as many of the things in the above list as you can, working your way from the top down. Billboards are ridiculously expensive and should only be used if you plan to make one a centerpiece.
