Renders the GUI at a lower fixed framerate (configurable in the settings), freeing up CPU and GPU time for the world rendering. There is no good reason to render the hotbar at 100+ FPS.
Exordium is a peer-reviewed alternate history timeline and open source mod for Victoria 3. The timeline begins with numerous independent PODs in the 1800s and ends with the start of the mod in 2020, which, in turn, ends around 2040. There are two co-existing premises of Exordium.
