Open CMD as administrator. Type/paste netsh interface tcp show global. Check the value for "Receive Window Auto-Tuning Level". In my case it was disabled. My download speed from Xbox app increased after I switched that value to "normal" with command below: netsh int tcp set global autotuninglevel=normal. Pause and resume the download in xbox app.
I have 300MB to 500MB download based on how my ISP is feeling, yet Xbox usually downloads at 3MB/S to 10MB/s, Steam and Epic downloads at 40-60. I just spent the last 2 hours looking for a fix going through all of the steps and nothing worked.

28 maj 2020 · To increase download speeds go to Settings> Update & Security> Delivery Optimization and enable downloading from other PC's, then select "PC's on my local network." Also download through the Microsoft Store not the Xbox app.
