Follow the quest marker to Seridur's house, located in the Temple District. Talk to Seridur and follow him into the cellar. He will present himself as the leader of the Order of the Virtuous Blood, an organization dedicated to hunting down and killing vampires.
Seridur tells the Hero about his group of vampire hunters called the Order of the Virtuous Blood. Basically, they kill vampires to cleanse Cyrodiil. Their first target is Roland Jenseric, whom Seridur claims to have witnessed bite and kill his own girlfriend, Relfina.
Follow your compass, and when you get there Seridur will explain that he is a member of the Order of Virtuous Blood, dedicated to the destruction of vampires. He says that Roland Jenseric, who lives nearby, is a vampire and asks you to kill him.
Go there and speak to Seridur. Follow him down to the basement where he'll tell you that he's part of a group called The Order of the Virtuous Blood.
