When I tried to reinstall the base program I got a Error 1402. After some investigation I discovered that I was having a problem with the Microsoft installer and I downloaded a installer cleanup utility from Microsoft that fixed the problem.

2 paź 2018 · It seems like a Windows User permissions issue, users must have Full Control permissions (Administrator) to all files and folders in the C:\Users\USERNAME% directory and registry keys (HKEY_CURRENT_USER & HKEY_LOCAL_MACHINE).
